If it is located in the Mt Taesong area, people might find it difficult to visit it as it is far away. But if it is set in Rungna Islet there will be a lot of visitors because there is nice public transport there.
Suggesting necessary measures for the project he advised to bring rare kinds of animals as well as dolphins, prepare an aquarium to keep them and provide an adequate temperature.
His instructions carried his noble people-oriented policy of trying to do still more things for the good of the people and making all things enjoyable for them.
