Story about the Ice Rink 

  One day in 1980 officials concerned with the ice rink project decided to begin the construction right away as the designing was finished. But Chairman Kim Jong Il had a different idea. He asked the officials to set up a model of the designed structure and ask the people for their opinion about it first while making thoroughgoing preparations for the project. Then he indicated specific ways to do it.
As a result some time later there went up a balloon which could be used to see the model of the ice rink to be built, and opinions were collected about the design from the deputies to the Supreme People’s Assembly who were meeting for a session and other kinds of people. They voiced the opinions saying that they were very happy to know that a wonderful building was to be built on the bank of the picturesque Pothong River, that the outline of the building was unique, that the height was appropriate and that the site was well chosen. Only after hearing the unanimous opinion from the people did the Chairman say with a bright smile that it was good now that it was judged by the people as good, and told to push ahead with the project full steam ahead.
